Richard Ayres is Social Care Advisor at Care England, the largest representative body for independent adult social care providers in England, where he provides technical and strategic support on workforce, funding, regulatory and operational challenges. He joined Care England in March 2021, having collaborated with the organisation since 2014, and brings more than 25 years’ experience in procurement and commercial strategy across sectors including utilities, banking and care.
Richard plays a leading role in translating complex policy into practical support for providers, particularly in relation to workforce reform. He has engaged extensively with the Department of Health & Social Care and other policy makers on both funding, and the implications of the Employment Rights Bill and the development of Fair Pay Agreements, analysing their impact on agency use, workforce stability and provider sustainability
He also spearheads the development of SMART Care Intel, an innovative data analytics platform that helps providers navigate CQC inspection reports, national guidance and quality frameworks, producing tailored improvement plans and mock inspection support.
Alongside his advisory role, Richard regularly represents Care England at national conferences and sector events, contributes to major research initiatives such as the annual Sector Pulse Report, and works closely with central government, LGA, ADASS, the NHS and regulators to ensure the independent provider voice is heard.
Richard’s focus is on practical solutions, evidence-led advocacy and transformation to strengthen quality, workforce resilience and long-term sustainability across adult social care.
